The month of September was a relatively slow month on Qanoon.om as His Majesty did not issue any royal decrees during this month.

Currently, there are 4,125 royal decrees available on Qanoon.om, the number of them available in full-text format increased from 2029 to 2429 in August.

July 2017 Report

His Majesty issued 9 royal decrees this month. The subjects of these royal decrees can be summarised as follows:

LAWS

Two laws were issued this month: the first is the GCC Trade Mark Law which replaces the old trade mark provisions in the Industrial Property Law, and the second is the Veterinary Products Law, which is a brand new law for Oman, but like the Trade Mark Law, it is a GCC initiative.

International Treaties

Two international law instruments were ratified this month: the first is the Protocol Amending the TRIPS Agreement, and the second is the WTO Agreement on Trade Facilitation.

PROJECTS

Public benefit status was granted to the project to create a protection dam against flooding in Wadi Adai.

APPOINTMENTS

A royal decree appointed Saleh bin Salim bin Hamood Al Rahbi as a Secretary-General for the Office of the His Majesty’s Advisor, and another appointed several diplomats.

NATIONALITY

The last two remaining royal decrees granted Omani nationality to a number of individuals.

June 2017 Report

His Majesty issued 9 royal decrees this month. The subjects of these royal decrees can be summarised as follows:

Laws

Two laws were issued this month: the first is the Animal Welfare Law which is a brand new piece of legislation, and the second is the Law Regulating Veterinary Professions which replaces the old law on the same subject from 1996. Both of these laws are issued in response to decisions made by Supreme Council of the GCC.

Government Administration

A royal decree established the Agricultural and Fisheries Development Fund as a brand new government entity. The details of the responsibilities of this fund are not public until the full text of the royal decree is published next Sunday.

Projects

Public benefit status was granted to two projects: the first is for the fourth phase (first bundle) of the railway project between Haima and Thamrait, and the second is for upgrading the road between Rusail and Nizwa.

AppointmentS

A royal decree appointed Abdullah bin Shuwain bin Amer Al-Hosni as the Chairman of the Omani Human Rights Commission, and another one appointed new judges to the Supreme Court.

Nationality

The last two remaining royal decrees granted and reinstated Omani nationality to a number of individuals.

April 2017 Report

His Majesty issued 4 royal decrees this month. The subjects of these royal decrees can be summarised as follows:

GOVERNMENT ADMINISTRATION

A royal decree established a Omani embassy in Ethiopia.

International treaties

Two treaties were ratified this month, the first is a bilateral investment treaty with Japan and the second is a visa exemption treaty with Cyprus.

NATIONALITY

A royal decree was issued this month to grant the Omani nationality to several people.

March 2017 Report

His Majesty issued 6 royal decrees this month. The subjects of these royal decrees can be summarised as follows:

Government Restructuring

The competences of the Ministry of Commerce and Industry and its organisation structure were updated this month to reflect recent administrative changes.

Official Appointments

His Highness Sayyid Asaad bin Tariq Al Said was appointed as the Deputy Prime Minister for International Relations and Cooperation.

Projects

Royal Decrees No 12/2017, 13/2017, 14/2017, and 15/2017 ratified a variety of oil exploration related agreements.

February 2017 Report

His Majesty issued one major royal decree last month, which is Royal Decree No 9 / 2017 amending the income tax law. This royal decree increased the standard tax rate and removed the exemption for low-income companies.

January 2017 Report

His Majesty issued 8 royal decrees this month. The subjects of these royal decrees can be summarised as follows:

Annual Budget
The annual government budget was issued as usual on the first day of the year and can be viewed in full here.

Ratifications of International Instruments
Oman joined several international, regional, and bilateral agreements this month. These covered ratifying the agreement on the constitution of the GCC Economic Judicial Authoritythe Grains Trade Convention, an agreement with the UAE on cooperation in civil defence, an agreement with Hungary on the avoidance of double taxation, and an agreement with Tunisia on visa exemption for diplomatic, special, and service passports.

Government Restructuring
The regulations of the Public Authority for Stores and Food Reserve were issued this month.

Official Appointments
A royal decree was issued to appoint non-resident ambassadors to Uganda, Rwanda, Singapore, Afghanistan, Seychelles, Zimbabwe, and Angola.
